Pack Leadership Structure

Every Scouting unit, whether a Pack, Troop, Team or Post, is chartered by the Boy Scouts of America to an organization. This organization may be a School, a PTO, a church, a service club, etc. The chartered organization chooses a representative, who will approve all leadership and coordinate activities of the unit through the organization. The representative is called a Charter Representative. The organization then uses the BSA ideals and program, in any Scouting unit it may sponsor, to train its youth membership.

Each scouting unit has a supporting Committee, whose function is to be the decision-making body and administrator for that unit. The Committee is usually comprised of parents. The Committee Chairman approves all the members of the Committee. The Committee then selects a unit leader (Cubmaster) and other leaders (Assistant Cubmasters and Den Leaders) and recommends their approval. Final approval of all adult members rests with the chartered organization, usually through their Charter Representative, who signs all adult applications. Since many of you will be on the Committee or in a leadership position, and therefore a part of this process, you should understand the process and the organization.

The Committee should have several permanent (for the year) members:

Committee Chairman

Has final responsibility for filling the jobs of the members, getting the members trained, and seeing that their jobs are accomplished. He/she presides over monthly committee meetings and the Annual Planning Meeting.

Secretary

Keeps the Pack record book up to date, including den rosters, activity participation and advancements records; also takes minutes at the Committee meetings.

Treasurer

Keeps financial records of the Pack up to date, makes collections and dispersals for the Pack with the approval of the Committee Chairman, oversees fund raising, and recommends the Pack budget.

Advancement Chairman

Collects advancement records from the den leaders, completes the Pack Advancement Report and submits it to the Council office, purchases awards for the Pack meetings, and submits the advancement to the Secretary for recording. This person may also lead the advancement ceremonies at the Pack meeting, or they may be done by one of the Assistant Cubmasters.

Membership Chairman

Inventories youth and adult membership prior to re-chartering to try to achieve balanced youth membership and assists the Committee Chairman in locating new adult members, if requested. May be asked to complete the Pack's re-chartering papers for March. Makes plans (although there may be a separate School Night Chairman for this) and recommendations for School Night held in the Fall, and places new youth members into appropriate dens throughout the year.

Activities Chairman

Recommends and plans outside activities (field trips, outings, skating parties, etc.) for the Pack.

There may be other "non-permanent" committee members who work on activities during the year:

Camping Chairman or Chairmen

Selects camping dates (Day Camp and Adventure Camp) accepts reservation fees and gets them and Health forms to the Council office on time, arranges transportation (car pools, bus) for those attending, secures adequate leadership.

Blue & Gold Chairman

Schedules the location, entertainment, decorations and logistics for the banquet with the approval of the committee, begins planning about four months prior to the banquet and comes to at least two or three committee meetings to coordinate with the Cubmaster and the committee.

Pinewood Derby (or other race)

Responsible for planning, running and awards for the race.

Fund Raising (Popcorn) Chairman

Conducts the fund raisers during the year, working with the Treasurer, to see that the financial needs of the Pack are met.

Friends of Scouting Chairman

Makes arrangements with the District for a Pack presentation, helps the Pack set the yearly goal, helps follow up with families not present at the presentation.

Religious Award Coordinator

Promotes the availability of religious awards to boys, explains program to families and religious institutions.

In addition to the committee the Pack leadership also includes those leaders who work directly with the boys:

Cubmaster

Responsible for the program at the Pack meetings, assigns parts for each den to play in each meeting, and MC's the Pack meeting. May also be involved in advancement ceremonies. Initiates communication with a troop to ensure smooth transition of Webelos into Boy Scouts.

Assistant Cubmaster

Has a specific responsibility at the Pack meeting, such as advancement, parent attendance award; assists the Cubmaster.

Tiger Den Leader

Coordinates the activities of the Tiger-parent teams for each month, helping them plan two den meetings, a "Go and See It" and their part in the Pack Meeting.

Den Leader

Has a weekly meeting with boys of the second or third grade with a program, using BSA resources, which encourages advancement and is fun (although this advancement is mostly accomplished at home with parents). Keeps accurate den activity and advancement records. Assistants help plan and run den meetings.

Webelos Leader

Works with fourth or fifth grade boys and their dads to complete activity badges. In addition, helps 4th graders achieve Webelos rank or 5th graders complete their Arrow of Light. They will often work with the Cubmaster to coordinate activities with the troop. Assistants help plan and help run Webelos meetings.
